Eviction Records and Payment Plans

The Seattle City Council is at it again, pushing housing legislation through without debate or any engagement with thousands of housing providers. They instead have chosen to listen to one eviction defense attorney. As a result, we’ve got two new bills on eviction records and payment plans that won’t help address where people without income will get income but instead make providing housing more risky. Let the Council know what you think — again.

Greetings Mayor and Councilmembers,

As a housing provider in the city I am deeply concerned at the lack of debate and consideration being given to housing legislation. It appears the Council is favoring speed over careful thought and engagement. Please do not pass either of these pieces of legislation that do nothing to help provide income or help for people hard hit by COVID-19. The eviction records legislation (CB 119787) is unnecessary. On Monday, the Council passed legislation that effectively bans evictions for non-payment during the period described in this proposal, therefore there will be no increase in evictions or any evictions on anyone's record. My concern is that the Council is using this bill to hook on amendments that would limit me from knowing who I am renting to, increasing my risks when I am signing a lease. This simply isn't fair. And with CB 119788, the Council is creating a mandated payment plan that is a one size fits all solution. You are asking me to become a bank, providing an interest free loan to a resident that has not paid rent and you have provided no accountability for the resident who fails to make the payments. Furthermore, how will this hurriedly passed legislation overlap or conflict with statewide mandated payment plans? Again, the Council is making it more and more risky for me to provide housing in this city, and limiting income I need to pay my operating costs. And please don't amend this legislation and make the collection period longer as Councilmember Herbold has proposed. If you really care about my residents who are my customers, you would be working hard to get them help with lost income and ensuring that they receive benefits that are due to them. Instead, you are assuming the worst about me and ignoring the work I do to make my residents happy and the accommodation I have already made for people who are struggling at this time. When will you listen to the hundreds of us who are emailing you rather than one eviction defense attorney?
